[RFC] Interim revision Biometric taxonomy item

the current Biometric taxonomy item does not sufficiently distinguish between the different types of biometric technologies such as person or face detection, or facial recognition. Further the current "biometric" taxonomy item uses a fingerprint as the icon, which implies identifiability, even if the colour in the hexagon is used for de-identification.

However to support further testing and deployment a change is requested as soon as possible to add the blue de-identified "facial characterization" and blue de-identified "person detection" taxonomy items to DTPR.
