Moderation Command to Mute People

We had Unbelievable bot which we were using for muting users and restricting them to #prision channel. Right now we need something similar to substitute that. I am listing some features, which I think is needed:

1. ,prison {@user} {reason} to mute the user and remove all their roles. For this we may need to allow HoJ Bot with a separate "God Bot" role with moderation rights, as for changing the roles it'd be required.
2. ,prison cases to list all the open cases. Unfortunately, there was no such thing there in Unbelievable bot. However, I think it'd be good to have it.
3. , prison {@user} case for listing all cases opened against particular user.
4. ,prison close-case {@user} {case number} {reason to resolve} We also need to assign automatic case number. I think it should be in sequence for a particular user, like: 1,2,3...etc. But it is open to discussion.
5. ,prison all-close for listing all cases against all users which are resolved
6. prison all-close {@user} for all close cases against the user. To know their past record.

One thing we'd need is to restrict all the prison commands for Moderators and Community Leads.

Is it too much? Can it be done?
