#174 is the underlying issue here, but this I don't think I'll get this fixed by March. However, it might be useful to add a notice to the affected lists informing people what they're doing.

We may also want a notice on the publisher page, example of publisher with non-DAC sector codes: http://dashboard.iatistandard.org/publisher/eib.html
