The definition and rules surrounding a fss forecast are confusing.

The description of A container to hold separate forecasts for each of the years specified Text() holds the forecast value for each year. reads as if there should be a full stop in the middle. It shouldn't, however, refer to an XPath if it is to be consistent with other descriptions.

The rule description that The text in this element must be of type xsd:decimal. sounds contradictory. Is it text (a string) or a decimal?
