This relates to #339 but is not quite the same.

At the moment, the description of ref attributes such as iati-activities/iati-activity/reporting-org/@ref refers to a RegistrationAgency code list.

There is no Codelist with this name. It should be the OrganisationRegistrationAgency Codelist.
