Putting users at the centre of the change process

We've talked a bit about this already, but can our process explicitly place users (rather than technical considerations) at the centre of the change process? For example, we could require seeking detailed structured feedback from n users from a number of groups (local actors, national governments, iNGOs, multilaterals, foundations, country donors) with good geographical distribution at each major milestone of the change process, and then record our responses to that feedback publicly before proceeding.
