As an automation developer I would like to automatically install Foundation layer

With the new cloud pak strategy, the cloud paks will become cartriges to be deployed on top of a foundation layer.
Having foundation automatic deployment will be very beneficial for all the cloud packs.

Describe alternatives you've considered
Could be that the cloud pak operator will automatically call the foundation operator
