GUI OPIs: Serve the OPIs via a web server from the instrument

As someone developing OPIs for use in the IBEX client, I want to be able to get the OPIs from the server (see #6562 for the discussion), this will need a mechanism that serves them to be running on the IBEX server

Acceptance Criteria

• Either a new server is created or one of the existing servers is extended which serves the OPIs in an appropriate fashion to be read by the client

Notes

• Whether an existing server is expanded or a new server created is a decision to take at the time of creation, this ticket ie being written too far in advance to make that technical decision

I guess this means if we need to hotfix an OPI we can do it on one server rather than individual NDX's?

The OPIs would be on the NDXs, so this is a server on the NDX, but we wouldn't need to patch every client
