[Alarms]: Don't show alarms for transient issues #8647

Issue Description

As an instrument scientist I would like to see alarms when the issue has persisted for a certain duration. Some of the errors are transient, they happen and then go away, but still leave behind an alarm.

  • Fields on jaws and motors

Reproducible (Yes/No)?

Yes

Additional Information

  1. It may be useful to define a minimum time that the system should wait before publishing the alarm for an attribute.
  2. It should ideally be optional to set it, so that inadvertently important alarms aren't delayed.
  3. This can potentially tie up with the ticket where we want to define the approach for user defined alarms. (See [Alarms]: Show alarms for all invalid/erroneous fields #8644)

Acceptance Criteria

  1. Describe how the user is going to define the minimum time limit for fields interesting for alarms
  2. New ticket to implement the approach
