vlc.exe for the windows bundle

It's 137kb, and since all it's deps are already packaged, it won't hurt to have vlc.exe too as a potential fallback use-case.

I think most people would not need it and a lot would not even know it's there.. as vlc-prebuilt is part of an automated process that people won't think twice about if it goes through without errors.

On the other hand, as you mentioned, it's just 137kb.. so I also don't see anything terribly wrong with it as it's not much of an overhead.
