linked ghg policy xml obsolete?

hi all,

we currently have linked ghg policy xml and ghg link global xml files in the policy folder. The two files essentially serve the same purpose.

while ghg link global file has been updated over time, the linked ghg policy file has been more or less abandoned and at this point is missing many ghgs and uses older SAR GWP.

so unless we have other legacy reasons to keep it, i suggest we remove this file. besides, having two files of similar name and purpose confuses many new users.

tangentially on this topic, as the new UNFCCC pledges roll in, should we be updating ghg link files to AR5 GWP? i'd be happy to submit a pr if useful.
