Configurable commands per steam64

Many of us would likely appreciate the ability to limit or configure the commands that an admin can use on a server. For example, allowing them to spawn items but not use debug mode, or letting them kick/ban players without access to any DevCommands.

I'm sure many would love that but unfortunately that would be a separate mod.

Technically Expand World Prefabs could be used to create own command system.
