[hikari-no-yume]

I added the “enhancement” tag to a few issues that would mean improved quality generated code. I also created a new “missing functionality” tag, and added that to issues about LLVM IR that the C backend can't handle but doesn't miscompile in my opinion.

I hope this seems like an improvement. Maybe there's some other tags we could have.
