Initial Page proceeds to Checklist ignoring required fields

Greetings,

I discovered that the required fields on my initial page are ignored without an error messages and proceeds to the Checklist page. I have included screenshots of my Question Group with Multi-Select Picklist.

Once I launch my application and select New Application, the initial page appears. I do not select any of the picklists, but just select the "Save" button.

The "Save Progress" wait message appears, then my Checklist appears. I am expecting an error message.

I reviewed some of the apex classes such as ApplicationCreation.apxc, but decided to post this bug with hopes of not spending hours debugging something that maybe easy to fix.
