[suggestion] speed config

I noticed the horizontal speed while swimming usually is 3.6 m/s (normal walking is around 4.3) but depth strider 3 boosts it all the way to 7.6 which is already way faster than the 5.6 when sprinting on land.
I am not sure how well these values match 1.13 swimming since that's said to be the mods goal but a config for some of the swimming speed values can't hurt I would say.

Seems like a great idea. I was already thinking about adding in a config to the mod when I started to rework it, so I may just add it.
