Currently, if you rerun mc-publish with files it has already published, the process fails.
Desired Behavior
Given the context we are working with, users may occasionally need to rerun mc-publish with the exact same input without triggering duplicate actions on its side. For example, when workflows publish multiple mod versions simultaneously, connectivity issues/APIs downtime/etc. can cause some spectacular failures midway, and recovering from those is a pain in the back because, as of now, GitHub doesn't support rerunning only a specific set of steps within a failed job.
