How does the "range" parameter work? What sort of syntax does it require?

I have some downloads where I go through them and delete images I don't want to save, but I'd like to periodically check up on their twitters to download what they post that is new without re-downloading the images I deleted. Clearly(?) I need to use the range filter for this, but I don't see any instructions on how...!

Is there a way to do that? Or to set up automatic downloads for new posts, maybe? This is probably all standard stuff, but I can't really find documentation anywhere for my idiot self.
