Scope

1. Add the `Середній бал обов'язковий` checkbox to the certificate template edit form

2. Add the `is_final_score_required` attribute to the model

3. Modify the `ImportCertificatesService.check_final_score` to check the newly added attribute instead of the hardcoded program type

After deployment considerations (no action needed in the PR)

Set is_final_score_required to true for the bhakti_sastri templates
