This is not accepted by the MPC for some reason. (also, not very realistic).

We probably shouldn't have error precision higher than the precision given for the base value.

Reporting magnitudes to more than 1 d.p precision requires authorization from the MPC otherwise you get:

* Hi-precision magnitudes received from submitter not authorized to submit such data.  Please round to normal precision and resubmit.

@jchate6 Can you attach the offending MPCReport.txt and Astrometrica.log to this issue?
