Scale Cuts in Firecrown?

An example of how to implement scale cuts (i.e. utilizing scales up to a certain ell mode) in a firecrown likelihood would be very helpful.

@paulrogozenski Currently, you would have to set the cuts by hand when instantiating the TwoPoint objects. I'm working in a solution that allows the user to pass a set of filters to be applied to data before the final likelihood is prepared. That way the user can configure the filters in a yaml file and use them when required. Will that work for you? Once I have the PR I will include the accompanying tutorial.
