German usage of 'zu' for infinitives may not be accurate

After a verb that speaks about an action, the action phrase needs to be in a separate clause, with zu prepended to the second verb.

Ich lerne, auto zu fahren.
I learn, to drive cars.
More complicated examples of this will require three verbs, if we decide not to split this up into two clauses in the parsed language.
I want to be able to play like a star.
Ich will, wie ein Profi spielen zu können.

Some other examples of this however will not need to use a 'zu' clause.
Ich kann es leisten.
Ich kann es glauben.
Because of this, construction of the 'zu' clause should depend on a tag in the original verb, like how this is done in english...
