Create "all networks" functionality for WordPress CLI

The legacy Commons had a bash script for funning WP CLI commands on all networks. (It still operates for some cron jobs). It needs to be updated manually for each new network and is generally clunky. Write an addition for WP CLI to apply similar functionality in a maintainable way---perhaps as an upstream modification to WP CLI itself.
