Documentation missing on VM retirement tagging options

If a VM is provisioned by MIQ (aka it has a vm.miq_provision attribute) then when it is retired we remove it from the provider. If it is not and it doesn't have a special tag lifecycle/retire_full then we only power it off. This tag name is not documented anywhere.
