AKA: https://github.com/crosire/reshade-shaders/blob/master/Shaders/Technicolor.fx

I renamed it to RetroTechnicolor.fx locally but without doing that it causes an issue with having the core shaders + RSRetroArch shaders installed as it duplicates the effect in ReShade. Might be a good idea to rename this to provide conflicts.
