There appears to be good bit of confusion around the graph APIs and what can be done with old TFS APIs and TFS Client with Azure DevOps Server.
Is there any way to create a project and add a new user (i.e. a user that hasn't been added to DevOps before) to the Project Administrators using any method friendly to PowerShell or RestAPI via Powershell.
I'm trying to avoid using the Azure DevOps Cli. I'm not 100% sure even that can do it against Azure DevOps Server.
Random thought... I've seen mentions that this can be done with the TFS client via C#... I'm toying with the idea of compiling something that just get the missing commands done. CrazyTalk?
