According to this docs page, subscriptions after February 2018 don't require Azure Information Protection service to be enabled, but this doesn't seem to be the case.
I have encountered multiple tenants with M365 Business Premium where it was not enabled and Enable-AipService was required. Howver, on some tenants it was indeed enabled.
