在人数多的群中牛牛学习大量表情包或图片，这在群内活跃时容易造成刷屏。
将图片发送概率作为一个可调参数，可一定程度降低刷屏。

情况应该是这样：某个表情包被发太多次而多次触发回复规则，目前可以试着调一下´.env´里´repeater´相关的几个参数
