non-PTE/GTE don't get bulk options for Copy from Original #244

Due to the Bulk Options dropdown not being available to non-PTE/GTE users who can only suggest waiting strings they're not provided the benefit of the bulk Copy from Original functionality. Would be nice to support but may be difficult as the rows don't have the selection checkboxes when non-PTE/GTE.
