NPC Sheet lacks plus button for adding skills

The NPC character sheet lacks a plus button for adding skills. It can be worked around by dragging and dropping skills on the character sheet from the items list in the sidebar.

Steps to reproduce:

1. Create an NPC Actor
2. Try to add a Skill from the sheet

Expected result:
There should be a plus button to add a skill in the skill header of the sheet

Actual result:
There is no plus button, clicking the header does nothing

Wrokaround;
Drag and drop a skill from the Items tab of the Foundry sidebar

The omission seems to be in the template file system/templates/actor/parts/npc-abilities.hbs
