Investigate OTP workaround for testing

In test environments, we want to log in the user and test the signup form using a test account. However, we cannot do this with OTP enabled. @frozenhelium has mentioned that there is a way to get around this on first signup.

@frozenhelium could you describe the process? Does this work only for a new user?

This is relevant to NASA-IMPACT/nasa-apt#795 and other MFA tickets. I think we should review MFA with @sunu and collapse into one ticket, if I recall correctly there was an issue related to MFA in the staging deploy as well.

All of the pieces are in place, but we'll need to make a few frontend changes. Let's put this in the FY24 backlog if we don't get to it today.

@bwbaker1 this is a ticket for our web developers to be able to test new features and bug fixes locally while developing in cases where they're not using staging APT account credentials.
