MICM solver parameters

Backward Euler and Rosenbrock solver parameters should be exposed to MUSICA library users.

Blocked until Backward Euler solver is available in MUSICA #162

Acceptance Criteria

• Users can choose to use a Backward Euler or Rosenbrock Solver for solving chemistry
• For Backward Euler, users can specify the relative tolerance, the array of absolute tolerances, the maximum number of timesteps, and the array of time step reductions
• For Rosenbrock, users can choose among the 2, 3, 4, 4 (DA), and 6 (DA) stage parameters, and also specify the relative tolerance, array of absolute tolerances, min/max/start time steps, and whether to check for singularity
