We need to update our test data for for anchor links for PDQCISLink Tests. Currently anchor_link tests are failing.

This should likely be postponed until after NCIOCPL/cgov-digital-platform#3392 is completed.

That ticket will restore the missing anchor links and possibly remove or change the work required in order to complete this ticket.
