The Sitewide Search App triggers an app reload when the pager is used.

Issue description

Clicking the various pages of the pager, as well as previous/next, cause the entire web page to be reloaded. The correct behavior is that the application should change its contents without a new page load based on the clicks. This is caused by how the pager generates links ( tags instead of components); it generates it that way because of issues doing it another way, which happened because of how it does things, and let's all agree to not ask why, but what we are going to do to fix it moving forward.
