The only way to login to the portal should be via Google account and phone number should be compulsory to create the account.

Ideal flow would be:

Connect with google account.
Enter phone number.
Verify OTP.

The benefits of above approach are:

This way we can atleast ensure that people are not randomly creating account
People don't have to remember their passwords.
Future proof, may be we can just send an email/SMS to students for announcement.
Send email/SMS for doing some task, like filling up a spreadsheet.
