• Prepare the enkf and gdas coupled IC's (probably @guillaumevernieres)

• Make sure we have the obs for the period of interest: 2023041500 to 20230630 (TBD @apchoiCMD )

• Build the g-w and cycle the 3DVAR existing test case (@JohnSteffen-NOAA )
