  1. atmos_prep Modify atmos_prep job to read early ENKF data #87
  2. forecast (including _hr & _lr) Modify the forecast_hr (ATM only) job to run the GFSv17 #94
  3. atmos_post (including _hr & _lr) Delete atmos_post and chem_post jobs since GEFSv13 will use in-line post #107
  4. atmos_prdgen (including prdgen_gfs and _hr & _lr) Develop prdgen job for GEFSv13 #95
  5. atmos_postsnd (including atmos_avg_postsnd) Develop postsnd job for GEFSv13 using new COM and bash #105
  6. atmos_ensavg_netcdf Develop ensavg_netcdf job for GEFSv13 #96

Increase mem of some jobs to avoid cgroup error
