After creating a new initiative, cannot add users to the new initiative

When we create a new initiative, and then we try to click 'Manage' to add users to the newly created intiative, we're unable to click and add new users

For example, we created an initiative called 'Homes & Communities' (https://dh-portal-app-prd.azurewebsites.net/w/OEE-HCD) and we're not able to click 'Manage' to add users to the initiative

After clicking 'Manage' the page leads to a grey empty box:
