Publish single-arch images alongside multi-arch images #311

Due to the relatively recent support of OCI by enroot, we need to expose the single-arch images too in case people are using enroot<3.4.0.

So we will have:

ghcr.io/nvidia/jax:nightly-YYYY-MM-DD (mutli-arch)
ghcr.io/nvidia/jax:nightly-YYYY-MM-DD-arm64
ghcr.io/nvidia/jax:nightly-YYYY-MM-DD-amd64
