Add Reset Selection button

Acceptance Criteria

• Filter panel has new "Reset Selection" clickable text (designs)
• When user clicks Reset Selection, reset dropdown boxes to default selections, query parameters should clear
• When user clicks Reset Selection, geography filter should be cleared. App should reset to default path. This includes clearing selected project if any
• When user clicks Reset Selection, map should reset to default lat/long/zoom

@horatiorosa do you feel like you have enough info to work on this after this morning's call? I know the code for this will eventually interact with the other filter resets but try not to get too hung up on that for now - see if you can implement this as-is and we'll incorporate the other functionality incrementally.

Yes I can get going, I don't need to wait until Jessica finishes the redesign (links instead of buttons)

@TylerMatteo it looks like this ticket needs to be updated. The new designs no longer have a clear filter function for the Filter by District section. In working on this ticket, I have functionality for the "Reset Selections" button that should clear all district selections. We should be able to modify it to include attributes, when those have been added.

@horatiorosa I updated this Issue to reflect the new designs. This will just be for the "Reset Selection" button and not button to clear individual dropdown - we can use this Issue @dhochbaum-dcp made for that.
