Zoning search result sorting doesn't show most obvious choice #44

Describe the bug
The sorting of zoning search results sometimes doesn't show the most obvious, direct string match choice in the list of top 10 results. This can make it impossible to actually search for the desired zoning district.

To Reproduce
Steps to reproduce the behavior:

  1. Search for R6, which is a zoning district that exists.
  2. See that the drop down list doesn't provide the option of plain "R6". The MX/R6 districts show up first because of alphabetical sorting. Screenshot below.

We should find a way to sort results based on the text matching of the first few characters before ABC order.
