Related to #181.

I see that the filters widget takes quite some space at the top of the resolution list page. Would it make sense to integrate the "Filters" button at the top, next to (or aligned on the right side) the "Create new resolution" and "Monthly rewards" buttons?

The first UI solution we tried has the filter button at the same level but was really confusing. This is something we can evaluate with Vik as soon as she starts looking at the dapp
