See #565 . In the original all sidearms, zrc, zrs and srs can be fired underwater. In NT;RE only the milso and tachi can be fired underwater. Do we want to replicate the original game's behavior or, since it seems to be a bit random, should we rework this behavior instead?
Realistically you shouldn't be able to shoot a gun underwater. However, this makes people who are in water vulnerable to people shooting at them from outside whereas realistically any bullet shot into water would tumble very quickly, loosing all of its lethality. Therefore a realistic overhaul of this behavior would have to be two fold, with weapons not being able to be fired underwater, but bullets hitting the water behaving the same way as they would do when hitting any other material, loosing their penetration and damage after only a few hammer units of travel
