[BUG] When spectating a player and they're using a vision mode, the vision mode is not rendered #791

Description

When spectating someone, you do not see their vision mode when they are using one, you can only hear the sound of toggling the mode or see their viewmodel change.

To Reproduce

  1. Spectate someone

Expected behavior

You should be able to see when theyre using a vision mode.

Actual behavior

You do not see their vision mode, you can only hear the sound of toggling the vision mode and viewmodels changing colors.

The viewmodel lights up from the player using the vision mode, but you cannot see the vision mode itself

Additionally, I don't think we're supposed to light up the player's own viewmodel in motionvision, so this should probably also hold true for in-eye spec.
