We discussed this in the dev channel. I'm imagining a process along the lines of:

  1. Clone the assets repo
  2. Make sure NT06 is installed
  3. Combine assets from the assets repo and NT06 to create VPKs
  4. Upload VPKs to steam

I'll provide access to a VM with the steam account that will own the repo.
