Elm 0.19?

Hi, are there any plan to upgrade this to Elm 0.19?

I'd be willing to help with the upgrade if the plan is to keep maintaining this library. It's definitely useful for my needs, as well as being very clean and understandable code.

I think the main thing to do is to move to the new version of elm-test, which incorporates shrinking now (not sure if the same functionality as elm-shrink).

The other library that needs upgrading is elm-json-patch, which I've just put a PR in for.
