Only members that have authorized due to GDPR to be shown publicly are listed there.

Seems the issue is still there. I doubt no one has enabled it. Even if this is the case, we should not see the numbers. This is how it looks like even when logged in:

This is using standard Odoo website_membership module, so I would bet the problem is there.
