[Feature] Add Contributors page

We need a good way of promoting our contributors and their efforts to improve the community through civic tech.

Describe the solution you'd like
We should have a page that shows all of the contributors to OpenCLT, including the date of their first commit and their total number of commits across all projects.

• Always sorted by number of commits.
• Able to filter by highest number of commits All Time, Today, This week, This month, and This year
• Clicking contributor's name will redirect the user to the contributor's GitHub commit history for OpenCLT (if possible)

We now have the infrastructure in place (TravisCI build process) to have a script generate a static contributors file and add it into the build output. The display can then be handled through Jekyll templates or React components which are now supported per #12
