Disabling feature "dashboard.feature.sab" enables Mock users/roles #655

Having "dashboard.feature.sab=False" in serverapplication.yml has an (for me) unexpected side affect that the MOCK SAB users/roles are enabled.

We do not have a direct link to SAB, but also don't want the MOCK users/roles enabled.

Perhaps change the options to: "true, false, MOCK" ?
