Similar to CODE_OF_CONDUCT from oeo

However we have to adapt this text a little bit. For example, we need a contact person in the "Enforcement" Section.

Hi @FlorianK13, thanks for pointing this out.
It is intended to harmonise this for all Open Energy Family repositories.
