Transparency effects not drawn correctly in HW renderer. #996

A few remaining issues with transparency effects (DRAWFX_DITHERINVIS, DRAWFX_TRANSLUCENT25, etc.):
The effect doesn't seem to be applied past a certain distance, and tends to flicker in and out.
DRAWFX_TRANSLUCENT25 causes most of the player not to be drawn if applied to a logoff ghost (torso remains).
